On November 5, 2024, the President of Ukraine, Volodymyr Zelenskyi, signed a decree on the establishment of the Novovasyliv settlement military administration on the territory of the Zaporizhzhia region. According to Decree No. 750/2024, the newly formed administration will be subordinated to Melitopol District , located in the southeastern part of Ukraine.
This step is an important stage in the process of regaining control over the territory under threat of occupation, because most of the villages and towns of the Novovasiliv community have been under Russian control since the beginning of the full-scale invasion.
One of the important points of this decree was the appointment of Volodymyr Zadyraka to the position of head of the Novovasyliv settlement military administration. Order No. 120/2024-rp of November 5 defines its new role in the management of the territory, which needs restoration and support in wartime conditions. Zadiraka will coordinate efforts to restore infrastructure, social services and general order in the controlled territory.
The main task of the new military administration is to ensure stability in the liberated territory and organize all the necessary measures to restore the normal functioning of the community, which is under constant threat from the enemy.
The appointment of Zadyraka underscores the seriousness of the government's intentions regarding the proper management of the territory, which has remained under occupation for almost the entire time since the beginning of the war. The task remains not only to ensure security, but also to establish interaction with citizens who return after the retreat of the occupiers.
According to the decree, the General Staff of the Armed Forces of Ukraine and the Zaporizhia Regional Military Administration are instructed to take all necessary measures for the successful formation and functioning of the military administration. This includes logistical, administrative and social measures to restore the legal order, as well as facilitate the return of internally displaced persons and ensure their safe lives in the restored territory.
The Novovasyliv settlement territorial community includes two settlements and eighteen villages. It is important to note that these settlements have been under Russian occupation almost since the beginning of the war, which greatly complicates the process of recovery and normalization of life. Restoring control over them will be an important step not only for restoring the infrastructure, but also for restoring the moral support of the population.
