The Qualification and Disciplinary Commission of Prosecutors (QDCP) has decided to dismiss Maksym Serhiyovych Semitkin from the position of prosecutor of the Cherkasy District Prosecutor's Office for demonstrative evasion of checking the legality of obtaining disability status and a pension, as well as for corrupt actions.
In 2019, the Cherkasy region regional department of the Ministry of Internal Affairs and Communications of the Ministry of Internal Affairs established Semitkin's disability group II, related to his service in the police. In 2021, the disability was confirmed as temporary - until September 1, 2023. After that, the prosecutor received a disability pension as a former employee of the internal affairs bodies. The total amount of payments in the period 2019–2024 amounted to UAH 549 thousand.
Despite numerous written notices about the need to undergo a hospital examination to confirm disability, Semitkin ignored them. On February 20, 2025, the Center for the Assessment of the Functional State of a Person canceled the decision of the MSEC to establish disability, noting that the diagnoses in the acts do not correspond to the medical documents, and there are no grounds for granting any disability group from August 27, 2021.
Semitkin himself explained that he did not trust the State Enterprise "Ukrdershndimspi MoH of Ukraine" because of the criminal proceedings against its officials and considered a re-examination unnecessary. At the time of the decision, the prosecutor already had the status of a defendant in criminal proceedings, where he is charged, in particular, with Part 4 of Article 190, Part 4 of Article 358 of the Criminal Code and a number of other articles related to the events of the Revolution of Dignity and receiving disability/pension.
In addition, the KDKP considered the issue of possible illegal access to the ERDR through the prosecutor's wife, who works as the head of the police information support sector, but no direct evidence of Semitkin's interference was found. The wife was reprimanded.
The indictment against Semitkin and four former officials of the Cherkasy Regional Center of the MSEK — the chairman and three members of the commission — has already been sent to court.
The investigation also revealed that in 2019, doctors deliberately falsified examination reports and the minutes of the meeting to register the prosecutor's disability. In addition, within the framework of the "Maidan cases", it was established that in January 2014, while working as an investigator at the regional police department, Semitkin falsified criminal proceedings, illegally detained citizens, and obstructed peaceful protests in Cherkasy.
