In Ukraine, preparation for the creation of a full -fledged social housing fund began. According to Elena Shuliak, the chairman of the Parliamentary Committee on Organization of State Authorities, Local Self -Government and Urban Planning, the adoption of the relevant bill is expected not later than the 4th quarter of 2026.
According to her, the preparation of the document has already begun. It will be a continuation of the comprehensive housing reform, started with the adoption of the Bill No. 12377 "On the Basic Principles of Housing Policy". This law is part of Ukraine's international obligations within the Ukraine Facility package for 50 billion euros.
"Without transparent lease rules, which should be enshrined in the legislation and tax reform, there will be no effective housing policy," Shuliak said.
According to the concept, the social housing fund will be created at the level of territorial communities. It is communities that will be entitled to lease such housing. Revenues from rent will be sent to local budgets in special revolver funds - funds from which will be used exclusively for targeted housing programs.
Separately stipulated that part of the housing from this fund can be provided as official housing. But provided that it will not be privatized, it will remain in the community and will only be provided for the need.
The new fund should answer the growing need for accessible housing for vulnerable categories of citizens, internally displaced persons, as well as for employees, whom communities want to be involved in work in regions - teachers, doctors, social workers.
In the future, the new model will allow:

Create a constant system of community housing infrastructure.
The adoption of the law will become one of the key steps in the reform of the state housing policy, which in Ukraine has only existed in Ukraine only in fragmentary form.
