Director of the Municipal Security Department of the Kyiv City State Administration Roman Tkachuk, who has been working in the capital's government since December 2018 and is a Kyiv City Council deputy from "UDAR", continues to appear in criminal proceedings. On October 8, he was informed of another suspicion - this time in official negligence during the purchase of special equipment for the capital's Department of the State Emergency Service in 2022. Law enforcement officers estimated the losses to the city budget at 10.9 million hryvnia. This is reported by the KV .
The case is being investigated within the framework of criminal proceedings No. 12023100000001338. According to investigators, Tkachuk was supposed to control the determination of the real market value of special equipment, which was planned to be purchased with the city reserve fund. This concerns six vehicles worth UAH 29.5 million.
However, as noted in the case materials, Tkachuk's subordinates did not contact either manufacturers or dealers, did not conduct a market analysis, or check the prices of additional equipment. All of this contradicts the "Example Methodology for Determining the Expected Cost of the Purchased Item," approved by the Ministry of Economy.
The conducted examinations established that due to the overestimation of the purchase price, the Kyiv budget received 10.9 million UAH less.
On October 13, the Holosiivskyi District Court of the capital chose a preventive measure for Tkachuk in the form of a personal bond for a period of 2 months. The official is obliged to appear at the summons of investigators and prosecutors and to refrain from contacts with witnesses. On the same day, the court removed him from the position of director of the Department of Municipal Security of the Kyiv City State Administration.
The sanction of the incriminated article — Part 2 of Article 367 of the Criminal Code of Ukraine — provides for up to five years of imprisonment.
The winner of the procurement was the company “Validus Specavto” LLC, owned by Kyiv resident Andriy Nagorny. Over more than 10 years of operation, the company has concluded state contracts for a total amount of UAH 2.6 billion.
Despite this, the investigation claims that the equipment was purchased at a significantly overpriced price.
This suspicion is the fifth for the head of the municipal security department of the Kyiv City State Administration.
Tkachuk appears in several criminal proceedings at once:

the case of generators from Epicenter — he is accused of embezzling UAH 1.8 million due to the inclusion of VAT that was not subject to payment;

the case regarding the warning system in the Desnyanskyi district - according to the investigation, the overpayment amounted to 377.2 thousand UAH;

the case of the purchase of generators in 2023 - losses are estimated at UAH 4.8 million;

The case of improper functioning of shelters in Kyiv is one of the most high-profile investigations, in which Tkachuk has been a suspect since June 2023.
It was this tragedy that led to a large-scale investigation: on June 1, 2023, during a rocket attack in the Desnyansky district, three people died who were unable to get into the shelter, the doors of which were closed.
Roman Tkachuk is one of the longest-serving leaders in Mayor Vitaliy Klitschko's team. Before joining the Kyiv City State Administration, he headed the emergency and rescue services for many years. Despite numerous criminal proceedings, he remained in office until his removal by the court in October 2025.
In terms of the scale of criminal cases, the official is actually a “record holder” among the heads of the Kyiv City State Administration departments.
In the near future, the courts are expected to consider several indictments regarding Roman Tkachuk's activities. If found guilty, he faces real prison terms - from 5 to 12 years, depending on the specific episode.
