In the first half of 2025, Ukrainians made more than 14 million state border crossings. Such data was published by the Opendatabot platform with reference to the State Border Service. The total number of crossings is 16.47 million, of which 85% were by Ukrainian citizens.
The most noticeable trend is the decrease in the number of those who left the country and did not return. In the first six months of 2025, there were 250,000 such citizens. This is 1.6 times less than in the same period in 2024, when the difference between departures and returns was 404,000 people.
According to official data, 7.17 million people left Ukraine from January to June 2025, and 6.92 million returned. Thus, the current balance is 250 thousand in favor of departure.
The total number of border crossings increased by 4% compared to the first half of 2024. The average monthly figure is 2.35 million crossings. The least movement was recorded in February - 1.78 million, and the most - in June, when 3.13 million crossings were recorded. It is the summer months that are traditionally the peak for migration activity, accounting for about a third of all annual departures and returns.
It is worth noting that these are only official crossings. Illegal ways of leaving the country, including crossing mountain trails or leaving through temporarily occupied territories, are not statistically recorded.
In total, since the beginning of the full-scale invasion, more than 3 million Ukrainians have left the country and still have not returned.
