Kyiv Oncology Center to Resume PET/CT Examinations Thanks to New Equipment Worth UAH 80 Million

The municipal non-profit enterprise "Kyiv City Clinical Oncology Center" ordered a combined PET-CT scanner Discovery IQ manufactured by GE Medical Systems, Llc (USA) for 80 million hryvnias. The supplier was the company "Protek Solutions Ukraine" LLC, which is owned by the Swiss "Protek Solutions" and is associated with Ukrainian businessmen Fedor Kirpenko and Natalia Tugay.

The contract was concluded on August 4 following a tender in the Prozorro system. The equipment must be delivered, installed, tested and put into operation by December 20, 2025. The supplier is also obliged to provide training to the oncology center staff, and the warranty on the device is one year. The purchase was made at the institution's own expense, without state or international funding.

PET/CT is a critically important piece of equipment for diagnosing cancer in Ukraine, where such studies are limited. Before the full-scale invasion, they were performed at the Kyiv Oncology Center, Feofania, and the private Lisod. After 2022, Lisod stopped working in this area, and in the summer of 2025, both Feofania and the cancer center temporarily stopped examinations due to routine work.

The purchase of a new tomograph will allow us to resume examinations that can save patients' lives. This is only the second purchase of a PET/CT through Prozorro since the system was launched in 2016. The first was carried out by Feofania in 2022, when it purchased a similar Siemens Biograph mCT S device for UAH 76.5 million.

Two companies participated in the tender: the winner was Protek Solutions Ukraine with a bid of UAH 80 million and Kind Intersluch Kyiv with a bid of UAH 84.5 million for the Siemens Biograph Trinion EP2 CT64 system. The formal savings amounted to 5%.

The head of Protech Solutions Ukraine is Andriy Skrypko. Fedir Kirpenko was previously a member of the board of directors of the Danish Protech Solutions K/S and owns the Integrated Medical Group company. Natalia Tugay is associated with the circle of businessman Mykola Kuzma.

To participate in the tender, participants had to provide documents confirming experience in supplying similar equipment, licenses for working with ionizing radiation sources, certificates of conformity and confirmation from the manufacturer. No complaints were received regarding the tender conditions.

The purchase should be an important step towards restoring the full operation of the oncology center's diagnostic department and ensuring patients' access to modern examination methods.
