For the third time, the Mykolaiv City Council ordered the repair of the shelter from the NDB-Group company. The new agreement, worth 10.64 million hryvnias, raised suspicions about the rational use of budget funds. The analysis of the estimate of the works indicates a significant overestimation of the prices for materials, in particular plaster, concrete and sand.

Last year, "NDB-Group" already received more than 4 million hryvnias for the repair of this shelter. In October, the company without competition won a contract in the amount of 4.1 million hryvnias, which was later reduced by 200 thousand. However, in December, the City Hall signed a new contract with the same firm for additional work worth 396,000 hryvnias.
At the end of the year, the executive committee announced another purchase with an expected cost of 11.12 million hryvnias. The NDB-Group company again had no competitors and won the tender with an offer of 10.64 million.
The analysis of the estimate revealed a significant overestimation of the cost of materials:
- Knauf Rotband gypsum plaster is priced at UAH 19.84/kg, although the market price is from UAH 11.70 to 14.76/kg (25-41% cheaper).
- Concrete mix B15 is estimated at UAH 4,970/cubic. m, while the factory in Mykolaiv offers it for UAH 3,239-3,380/cubic. m (50% cheaper).
- Natural sand is included in the estimate at UAH 1,400/cubic. m, although the highest recorded price for the region is UAH 312/cubic meter. m (4.5 times cheaper).
The company "NDB-Group" was registered in Mykolaiv in October 2022. Its sole owner and director is Serhii Antonov. Already a month after its creation, the company began to receive budget contracts, first for small repairs of schools, and later - for repairs of shelters and the building of the city council. The total amount of contracts concluded by the company with state institutions is currently 37 million hryvnias.
