The idea of undergoing a mental examination of officials and people's deputies takes on more and more slender outlines after getting to know the very interesting personality of Nataliya Odarii-Zakhariyeva.
Just think about it! Mortally ill with brain dystrophy or encephalopathy, Nataliya Odariy-Zakhariyeva has been engaged in health care in the Odesa region for years, and today she holds the position of adviser to the minister and director of the Ukrainian Medical Center for Rehabilitation of Mothers and Children of the Ministry of Health of Ukraine.

Using her official position, Ms. Odariy-Zakharieva received a diagnosis that allowed her to receive the II group of disability from a psychiatric illness, and the corresponding cash pension.
The scheme of deceiving the state sounds quite prosaic.
There is only doubt that the reason for the diagnosis was a meager pension.
her creative career in 2004 , when she graduated from Odessa Medical University with a specialty in "nursing".
Odarii-Zakharieva worked for 10 years at the Odesa Psychoneurological Dispensary (1998 – 2008), mastering the basics of the profession. However, nowhere is it said in which positions or status.
In 2008, she graduated from the European University with a specialization in manager-economist, as well as a specialist in public administration at the academy of the same name.
Since 2008, she has worked in various positions in the Department of Health Protection of the Odesa Regional State Administration, and on December 11, 2020, Nataliya Odarii-Zakhariyeva officially assumed the position of head of the department.
During her 3 years in office, Odarii-Zakharieva was useful to five heads of the Odesa regional state administration. And none of them were embarrassed by the fact that their chief physician is disabled due to a headache!
Thus, without any competition, she entered the position of acting director. the chief physician of the region, when Maksym Kutsiy was the head. Acting remained. for Vyacheslav Ovechkin.
Officially, and again without any competition, she took office for Serhii Hrynevetskyi. She served the interests of Maksym Marchenko, and could not resist Oleg Kiper.
Kiper himself has no merit in dismissing the head doctor with a headache.
On the contrary, he was the one who helped her reverse the deal with the actual raiding of the Cancer Center. Another issue is that he did not refuse her when she submitted an application for voluntary dismissal . Essentially, he let her go as a particularly valuable witness in land shenanigans.
What did the chief doctor of the region do for 3 years in office?
Natalya managed to reduce the bed fund of psychiatry in Odesa - it was reduced from 2,900 to 1,500 beds. At the same time, more than 400 people, who have no relatives, housing and pensions at all, were simply thrown out into the street.
At the height of the war, in 2022, Odarii-Zakharieva transferred 3 chemotherapy buildings of the regional oncology center, where cancer patients were previously treated , into private hands for a 49-year lease
Odarii-Zakhariyeva heroically "optimized" the food scheme in hospitals, destroying food blocks and creating her own monopoly firm.
Ms. Natalya bought herself an expensive Toyota Camry XV70 and a Ford Transit with the budget money for the rides of the commissions of the regional department.
Invented a scheme in which tenders for fuel were won by a company with gas stations located 150 kilometers from ambulance stations. As a result of signing such a contract, "fast" cars had to drive 150 km in one direction and 150 in the other in order to refuel.
Odarii-Zakhariyeva introduced the harshest system of extortions from head doctors in the region.
At the same time, she fired everyone who refused to work with her in the same team and did not participate in the theft of budget money.
And despite such a respectable list of "achievements", only one criminal proceeding was initiated against her in the regional prosecutor's office for abuse of official position for the benefit of third parties during the transfer of the cancer center's property into private hands.
But this matter was also left without consideration.
Why?
Because Odariy-Zakharyev's husband is Oleksandr Borisovych Zakharyev, an employee of the Prosecutor's Office of Odesa region. In 2014-2015, he headed the prosecutor's office of Bilhorod-Dnistrovsky district, which is considered the fattest of all district prosecutor's offices. Zakharyev repeatedly fell into scandals related to falsification of cases in road accidents.
For example, it was he who helped exonerate the (probably not easy) student of Odessa Medin - Yulia Fedyashina, who crippled a person in a traffic accident .
Today, a lady who has an official certificate of serious mental illness has become an adviser to the Minister of Health Lyashko with access to state secrets!
Lyashko took her as an adviser because he understands that Odarii-Zakharieva is the only official in the country who can steal state money openly - without being ashamed. Because due to illness, she cannot be held responsible for her actions and deeds - she is not liable! And therefore, in fact, he cannot be in any managerial position.
Nataliya Odarii-Zakhariyeva cannot bear any responsibility, including criminal, for the criminal actions she committed, since with such a diagnosis she is unconvinced according to the law.
But that's exactly what it looks like. it even suits Minister Lyashko very much.
And here the question arises as to his competence, or sanity. How can an official of this level allow a person with a headache to work? Did no one check the documents of an official of this level? Does the minister even understand the level of risks from the advice of a person with a headache? Did it, on the contrary, cause her last employment?
Another question, how did Odarii-Zakharieva pass the special inspection?
We can guess the reasons why Lyashko forgot to ask her for a mental health certificate. But why and how did it happen that she did not inform the SBU about her illness? Does anyone even understand that even negligent withholding of data, which could have resulted in numerous victims, is a natural crime?
I wonder who will eventually be punished for the fact that a woman with a headache got access to a state secret?
