The Specialized Industrial Complex of Utilities and Household Services Enterprises of the executive body of the Kyiv City Council has concluded a contract with Shlyakhbud Invest LLC for the overhaul of the honorary burial plots of the Forest Cemetery worth almost 300 million hryvnias.
The contract became the largest in the company's portfolio and was concluded without competition - Shlyakhbud Invest became the only participant in the tender. Under the terms of the agreement, the contractor must carry out a set of works by the end of 2026: dismantling old structures, laying granite tiles and asphalt, installing memorial signs, laying external networks, installing lighting and video surveillance systems, as well as landscaping the territory.
In recent years, the Kyiv authorities have been actively financing the improvement of honorary burials. Agreements worth over UAH 400 million have already been concluded at the Forest Cemetery, and this year alone, over UAH 380 million have been allocated for improvement. In addition to installing monuments and repairing slabs, the program includes the modernization of the cemetery's infrastructure to improve the comfort and safety of visitors.
However, the contractor's reputation raises questions. LLC "KP "Shlakhbud Invest" is a well-known road contractor that has implemented large projects in the capital, including the construction of the road to the Zhulyany airport and the repair of central streets. At the same time, law enforcement officers are investigating several criminal cases regarding possible embezzlement of budget funds and overpricing in these projects.
The company is part of the Mostador Group consortium and has an authorized capital of only 1 thousand hryvnias. Its founder and director is Serhiy Limarenko, about whom there is almost no information in open sources. Despite this, Shlyakhbud Invest regularly receives large city contracts.
In parallel, construction of the National War Memorial Cemetery in the Fastiv district, which is to become the main memorial to those killed in the war, is underway. This project has already been accompanied by conflicts with local communities and environmentalists, and the tender for the second phase of construction was canceled due to numerous complaints.
Kyiv sees the renovation of honorary burial sites as a priority, but the lack of competition and a contractor with a criminal record call into question the transparency of the use of hundreds of millions of budget funds.
