Buyers of the National Guard concluded two agreements for refueling their cars throughout Ukraine in the "OKKO" and "VOG" networks for 449 million hryvnias. The state-owned Ukrnafta also wanted to enter the tender. Just these days, she won a similar tender of "Ukrzaliznytsia" for refueling their cars in Ukraine with a difference of 5 hryvnias per liter.
If "Ukrnaftov" could offer the same price to the National Guard, then the savings for half a billion purchases could amount to 50 million hryvnias.
But it was not destined. Because the National Guard included a number of requirements in its tender documentation, which made it impossible even for Ukrnafta to apply for these tenders. "Ukrnafta" informed the purchasers of the National Guard about this and offered to "soften" the tender criteria. But she was refused. And "OKKO" and "VOG" received half a billion, which they divided among themselves, without bargaining at all.
