In 2025, the Branch of the Production Center of Production of Ukrzaliznytsia made a large -scale purchase of railway equipment worth more than UAH 500 million. The main winner of the tender was JSC "DNSZ" (EDRPOU code 146367980), which won three lots for almost 420 million at once. This enterprise is a permanent participant in similar tenders, usually the only one.
The analysis of the tender documentation indicates its purposeful closure: 286 pages of technical requirements, which are difficult to analyze in 10 days - this was the case. Moreover, the specifications are formulated so that in fact, only one manufacturer can fulfill them. For example, a mandatory requirement to supply OR50 edges for P50 rails is parts that no other certified manufacturer is made by any other certified manufacturer.
The cost of production also raises reasonable doubts. Crossps P50/1/9 were purchased at UAH 184 240 per unit - 20-50% more expensive than the average market prices, which start from 120 thousand. At the same time, the international markets have a decrease in steel prices - the main raw material for this equipment. In the dollar equivalent, the cost of purchases in 2025 increased by 8% without economic explanation.
Obvious signs of manipulation, conspiracy or at least official negligence by officials have not caused any reactions by the controlling bodies. Neither the Antimonopoly Committee nor the State Audit Office recorded violations, the purchase was completed and financed from the budget.
Thus, Ukrzaliznytsia implemented a typical scheme for many state -owned enterprises: the creation of documentation for "their own", elimination of potential competitors, overestimation of value and, as a consequence - millions of hryvnias of taxpayers are at the disposal of close companies. The real modernization of the railway is again delayed.
