The Ukrainian State University of Science and Technology, headed by rector Kostyantyn Sukhy, has found itself at the center of a corruption scandal over suspicious software maintenance contracts.
In the period from 2020 to 2025, the university concluded a number of contracts with individual entrepreneur Ivashyn O.O. for a total amount of over 1.5 million hryvnias. All contracts concerned technical support for the software product “Accounting for a Budgetary Institution”.
The analysis of the procurement revealed several significant problems. First, the university artificially divided the procurement: instead of conducting an open tender, it signed several similar contracts with the same contractor every year. This allowed it to avoid competitive procedures and effectively closed access to other suppliers.
Secondly, the cost of the contracts turned out to be overstated. For example, Oles Honchar Dnipro National University spent only 231.5 thousand hryvnias for similar services. At the same time, UDUNT paid almost seven times more - over 1.49 million hryvnias.
The transparency of the supplier itself is equally questionable. Ivashin, an individual entrepreneur, is registered in an ordinary apartment and does not have an official website or open price list. This creates additional risks regarding the reasonableness of the costs.
Comparison with other universities and government institutions confirms: the cost of services ordered from Ivashyn's individual entrepreneur significantly exceeds the market average.
Thus, the activities of the Ukrainian State University of Science and Technology show signs of irrational use of budget funds and potential corruption schemes. This case requires the attention of regulatory authorities and a thorough investigation.
