The Cabinet of Ministers of Ukraine agreed by a bill that clearly determines who is entitled to defer from mobilization during martial law. The project has already been prepared for submission to the Verkhovna Rada. Its norms apply primarily to students, scientists and educators.
This was reported by a government representative in Parliament Taras Melnychuk and People's Deputy Alexei Goncharenko.
Among the key provisions are specifying the categories of persons who are not mobilized, provided that the criteria comply with.
Who can get a deferral
According to the Law, the deferral will receive:

vocational schools and college students who entered no later than a year before reaching the age of age for mobilization;

students of universities who first receive a certain level of higher education;
-
doctoral students, interns and resident doctors-provided they study at the appropriate level for the first time;

scientific, scientific-pedagogical and pedagogical staff working at not less than 0.75 rates in institutions of all levels of education-from schools to scientific institutions;
-
Teachers of out -of -school education institutions (such as heads of circles) if they were officially employed by the beginning of 2025.
Also an important condition for students is that at the time of entry into the educational institution, they should not reach the age of 25, and training should take place in full-time or dual form.
Who will lose the right to defer
Will not be able to get a deferral:

men of 25 years of age who are already higher education and secondly receive education at the same or lower level;
-
Persons who started studying abroad after February 24, 2022.
The new bill is aimed at eliminating legal gaps and preventing abuse with fictitious learning to avoid mobilization. In the case of parliamentary approval, the document can be an important step in resolving the issues of reservation and delay in martial law.
