The State Bureau of Investigation has opened criminal proceedings against employees of the Main Police Department in the Odessa region, who are suspected of collaborating with the famous Odessa "rishala" and restaurateur Andriy Zarichansky. This is under Part 1 of Article 364 of the Criminal Code of Ukraine - abuse of official position.
According to the applicants, the police actually acted as "private security", blocking the work of the companies "Perlyna Regionu" and "Black Sea Riviera", fabricating accusations and destroying property. As a result, the business suffered multi-million losses, and the territory came under the control of Zarichansky, where his restaurant complex "Yachta" now operates.
On September 11, 2025, the Peresypsky District Court of Odessa ordered the data to be entered into the ERDR. The investigation is being conducted by the Second Investigation Department of the State Bureau of Investigation in Odessa. Thus, it is officially recorded that the police acted not as a state body, but as a forceful instrument of private business.
This story has a long history. A few years ago, Zarichansky tried to gain access to the coast under the "roof" of People's Deputy Artem Dmytruk. His assistant Volodymyr Savchenko, an activist with a scandalous reputation, known for "breaking fences for money" and constantly appearing in fights, was involved in conflicts with the barriers.
Now the stakes have risen significantly. If earlier it was about local clashes, now it is about the systematic use of the police for raider schemes. This turns the story into a full-fledged criminal case, which can have consequences not only for individual police officers and a businessman, but also put the entire corruption vertical in the region at risk.
The State Bureau of Investigation received the green light to investigate, but the main question for Odessans remains open: will this case become a real revelation, or will another scandal be “put on the brakes” again?
