The head of the Verkhovna Rada's tax committee, Danylo Hetmantsev, said that the Pension Fund's debt to recipients of so-called "special pensions" already exceeds UAH 80 billion. According to him, in some cases, payments for former officials reach UAH 50,000–100,000 per month, while the average pensions of citizens are much lower.
Hetmantsev explained that the main reason is court decisions by which former officials resume their previously limited payments and receive compensation and fines. The government's attempts to limit such payments through state budget norms are allegedly blocked by decisions of the Constitutional Court, and the parliament has not yet been able to adopt systemic changes - bill No. 12278, which limits special pensions for prosecutors, has only passed the first reading and is still blocked.
Experts, according to Hetmantsev, point to the social injustice and economic risks of such a practice, especially during wartime, when the needs for pension indexation are of paramount importance for most citizens.
