November 2025 will bring several important changes to Ukrainians at once. The rules for applying for a deferment from mobilization are changing, the heating season begins, pensioners and displaced persons must undergo identification, and in Poland the free housing program for refugees is ending.
Deferral from mobilization under new rules
A new procedure for applying for a deferral from conscription has come into effect in Ukraine since November 1. Now, men liable for military service do not need to come to territorial recruitment centers. The deferral can be applied for through the Center for Administrative Services (CASS) or online — in the “Reserve+” application.
All types of deferrals will be automatically extended if the information is already in the state registers. Users will receive a notification in “Rezerv+”. At the same time, paper documents will no longer be issued - it is enough to show the electronic confirmation in the application.
The heating season will start with a delay
Due to damage to the energy infrastructure and a lack of resources, the 2025 heating season will start later than usual. In most regions, heat will be supplied only in November, and in Kyiv, heating may start even in December.
Despite this, the tariffs remain unchanged. The cost of electricity for the population will be 4.32 UAH per kWh, and for those who consume up to 2,000 kWh per month, a preferential price of 2.64 UAH applies. Tariffs for gas and heat supply are also fixed at least until the end of April 2026.
Residents of frontline regions who use stove heating can receive firewood assistance from the UN. Some families will receive payments in November.
Pensions and identification of beneficiaries
Pension indexation is not planned for November. However, pensioners who turn 70, 75, or 80 will receive an additional supplement.
All pensioners, displaced persons, people with disabilities, and low-income families receiving state assistance must undergo identification by the end of the month. If the procedure is ignored, payments may be suspended.
Poland changes rules for helping Ukrainians
From November 1, the Polish government is ending the free housing program for Ukrainian migrants. In the future, places in accommodation centers will be provided only to vulnerable categories - pensioners, people with disabilities and large families. Other Ukrainians will pay for housing themselves. At the same time, the period of temporary protection for Ukrainians has been extended until March 4, 2026.
Payments to servicemen after captivity
Servicemen who have returned from Russian captivity will receive medical assistance - 50 thousand hryvnias per month throughout the entire rehabilitation period. Payments are not provided if the serviceman is suspected of crimes.
November Holidays
The main public holiday this month will be Dignity and Freedom Day on November 21. Other dates include Engineer Troops and Artillery Day (November 3), Archangel Michael Cathedral (November 8), Student Day (November 17), Airborne Assault Troops Day (November 21), and Black Friday (November 28).
On November 22, Ukraine will commemorate the victims of the Holodomor.
