In the capital of Ukraine, a large -scale corruption scheme, related to the fictitious provision of security services for urban transport, could operate. According to the ABSSION Leaks telegrams channel, three security companies have concluded contracts with KP "Kyivpastrans" for the amount of UAH 107 million, but did not actually provide real services.
According to ABSUlogy Leaks, the scheme acted under the leadership of the then director of KP "Kyivpastrans" Dmitry Leshchenko. In 2023, the company concluded contracts with three security firms:
- SE “APB“ Atlant ”;
- SE "Delta Service";
- National Guard LLC.
These companies were to provide round -the -clock protection of transport facilities in Kiev, in particular in Svyatoshinsky district. However, the data collected indicate that these services were not actually provided.
- Companies did not have enough guards to fulfill the terms of the contracts.
- Random persons were involved in the duty without proper qualifications.
- Some objects were left without protection, although budget funds were paid for them.
Officials of Kyivpastrans did not check whether the terms of the contracts were fulfilled. This allowed companies to receive millions of payments for actually unadneled services.
