In the war, Ukraine continues to improve the mechanism of booking the conscripts, so that critically important spheres function uninterrupted. From now on, all health workers of state and municipal institutions, as well as prosecutors of the Specialized Anti -Corruption Prosecutor's Office (SAP) have received 100% reservation from mobilization.
This is enshrined in the Cabinet of Ministers of Ukraine No. 36 of January 14, 2025, which made changes to the booking rules. Earlier, for example, hospitals could only book about 50% of their servicemen, and now there are no restrictions.
Who is the booking?
From now on 100% reservation is received:
doctors who work at the main place of work in:
- state and communal health care institutions;
- Public health;
- institutions conducting forensic and forensic psychiatric examinations;
- Blood centers.

These categories of employees are now not officially subject to mobilization and can perform their professional responsibilities without interruption.
What has changed for humanities and civil servants?
Earlier, humanitarian organizations were booked by the Ministry of Reintegration, the Ministry of Community, Territories and Infrastructure Development is now coordinated by the Ministry of Reintegration. However, they have been imprisoned - no more than 50% of military personnel can get a reservation.
Reservations also continue to operate for:
critical important enterprises (energy, defense industry, etc.);
State authorities , in particular, SES, where 90% of employees have booking;
Civil servants (category B and "B") , but not more than 50% of the total.
From December 1, 2024, you can submit a reservation request exclusively through an electronic action system. This greatly simplifies the process, accelerates the processing of applications and makes the system more transparent.
