At the beginning of 2025, fraudsters were intensified in Ukraine, who send citizens to false emails, masked by the system of state services "Action". In these messages, scammers offer tax compensation, but in reality their goal is to access the victim's bank accounts.
This fraudulent scheme has already been recorded in the State Tax Service (DPS) and the Center for Combating Misinformation at the NSDC of Ukraine. The authorities warn that in no way go on suspicious links and do not enter personal data.
How does a fraudulent scheme work?
The scammers send letters that look as if they were arrived from the Action portal. They propose to go to a link to a site that visually resembles an official resource. The victim is then offered to enter the following data:
- mobile phone number;
- full name;
- Bank card details (number, validity, CVV code).
The data entered is used for unauthorized entrance to the victim's bank account and theft. In addition, fraudsters can tie a card to a new device and get full control over the victim's finances.
How does tax compensation actually work in Ukraine?
Ukrainians can really get a tax rebate - a partial return on personal income tax (PIT) if they spent money on certain categories of services.
But no automatic messages are sent, and the procedure should only be passed through the taxpayer's electronic office or the tax service.
To obtain a tax rebate is required:
- To file a declaration of income for the last year (through the electronic office of the STS).
- Fill in the F3 Annex (Tax Recount Calculation).
- Documented your expenses.
Who is entitled to a tax rebate?
Refund can be obtained if the cost of:
- training (children, school, higher education);
- medical services;
- life insurance;
- mortgage;
- charitable contributions (up to 4% annual income);
- installation of gas equipment on the car;
- renting housing for internally displaced persons.
You can apply for compensation by December 31, 2025. Failure to do so, the right to the discount "burns".
How not to become a victim of fraudsters?
Do not go to links from unknown sources.
Official sites of government bodies always have a domain gov.ua.
Never enter your personal data or card details on suspicious sites.
Use official channels to file a tax return.
If you receive a suspicious message - please inform the cyber police or the DPS.
True tax compensation does not come due to fake sites and mailing. If you are promised money for two clicks, it is almost always fraud.
